This depends on a couple of things, namely, how long ago the property was foreclosed on. If it has been long enough you may find it listed in the public tax records for the area. Or, if the property is currently listed you may contact the listing agent.... more
You may be able to do a pre sale with the auction company or the attorney. You may need a Buyer's Agent to represent you with the process. This will all depend on who the original lender of the property is and if they will allow pre sale offers before the actual auction.

Teresa: You absolutely can have muliple offers out on various properties as is indicated on the contracts, you just have to disclose it on the offer. Your agent should have explained that.
Buying a foreclosure is a little more complicated than your traditional "vanilla" home purchase. Not all agents are created equal; therefore, helping someone buy a foreclosure may be out of their comfort zone. If you are not working with an Agent, I would recommend you interview a few agents and sign a Buyer Agency Agreement which allows them to work for you. This way, the Buyer Agency can show you any of the homes on your schedule... regardless if the Listing Agent calls you back or not. The best thing is the Seller pays your Agents commission, so there is really no cost to you as the Buyer.

You have some tough issues to get over. My suggestion is that you find a Realtor that is familiar with the geographical area you want to stay in. Rural areas outside of Decatur may be a good place to start looking.
