Usually when you pull a permit from the building department (building, plumbing, electrical,etc.), there is a final inspection that takes place. After that final inspection takes place, the papers are sent over to the tax assessor's office. He will use his discretion to see if he needs to visit the home and reassess the taxes on the property. When you are doing strictly cosmetic work such as painting, carpet, flooring, etc, you usually don't need to pull a permit (most towns). Tiling is also a form of cosmetic work and should not need a permit. If you are replacing sheetrock, etc. you may need a permit. Check with the local building office. It depends on where in the country you are, but unless the tax assessor personally visits your home, I would not worry about it
