Just call the police. There is no reason to be polite. It is illegal. If they keep doing it, keep calling. After enough fines, even the most stubborn person will start parking properly.

If they don't know the rule, then you might just want to leave them a note and let them know that they are not suppose to do that for neighborhood safety reasons. This is usually what I will do - to give people the chance to correct mistakes they make.
However, it they do this consistently (which I assume they are) and/or they would not change their ways after you have advised them, you should be able to report them to the police - you can do that anonymously.
