The listing in question is in an older neighborhood, with a fairly high rental percentage (a lower ownership rate), which in many other areas will tend to draw certain unpleasant elements with it.
This part of Martinsburg however, is close to the center of town, which means if you drive a few minutes in one direction (North) you will find yourself in a rather run-down part of town...but a few minutes West or South will bring you to the local mall and loads of shopping and local commerce.
The lots are smaller than other age-similar communities nearby, but this affords you the community feeling of neighbors and other children, as well as schools within walking distance, without feeling cramped.
The term "bad" is relative, but if you're referring to 'unsafe for families' then the answer is no.

If you scroll down on the listing and click on the Crimes tab, you will see that the area is actually very safe, but is surrounded by not so safe areas.
