I'm a petite blonde single female and I've lived in East Rogers Park one block north of Jarvis for just over a year now. Rogers Park is funky because one block can feel like suburbia and the next is a bit sketchy, but nothing comes close to Austin or the South Side. They recently redid the Howard el station, so even that isn't so bad at night, though like ANYWHERE in the city, you're better off not walking home alone at 4 in the morning. That being said, I've never felt like I was in any danger walking home from the Jarvis stop at night.
Honestly, I love Rogers Park. There's true diversity, with people from all over the age, economic, racial, and ethnic spectra, and everybody walks their dogs together and chat in the grocery store together and says hi on the street. And then you have the beach and the lake RIGHT THERE and they never get anywhere near as crowded as downtown.
