That very much depends on your definition of 'safe' :)
I used to live in a large European capital city, and I feel that Maricopa is pretty safe, but that's just my opinion, and it's no better than anyone else's :) People who come from areas that may be less populated or urbanized might not agree. As others have said, your best bet is to talk to the local police department (http://www.maricopa-az.gov/vns/index.php/government/police-d ), chat to locals and get a feel for the place yourself.
There are numerous churches of all denominations, and a quick search on google.com will probably give you all the info you need. I've put a link at the end for reference.

Many agents will answer that question, but they will only be giving you their personal opinion. That is one of the reasons why "steering" (and answering that question) is illegal.
