i am looking to rent at the globe mills on C st. and 11th, is it a pretty dangerous area?

As with any urban area, there are certain areas that worse than others. Crime in the area isn't necessarily more concentrated than other areas of downtown. Visit http://www.sacpd.org/crime/ and explore the density map - it will give you an accurate summary of the actual crime rates, instead of speculation or assumption.

Hang out in area and ask the police officers whose beat it is. This would be city police I believe.

The Sacramento Bee ran an article about tenant safety concerns two years ago.
I do not know how those issues were addressed.

There are sites online called crimemapper and others that can give you an idea of crime in any neighborhood. The best indicator is how comfortable YOU feel. Travel the neighborhood at different times of the day and different days of the week to get a feel for a neighborhood's 'personality'.

That will give you insight into the any area you are considering. No neighborhood is crime free. And there are safety precautions no matter where you are, so keep that in mind.

As for 'dangerous'? Developing an answer to that question would be a violation of the law and considered 'steering' by any respondent here. You need to develop your own conclusion. And that goes for any area that you ask that question of, not just this one.

Neighborhood: Downtown
As with any urban area, in any city, it has it good and bad points. I wouldn't be afraid to live there. The building and amenities provide quiet enjoyment for comfortable living. If the location and units are to your liking , then definitely consider it. Spend some time in the area asking tenants as they come and go how they like living there. This should tell you everything you need to know.
