Probably about the same as the outer Sunset. If it is where you want to live and you want to feel safe then contact an organzation I work with (on the Board of Directors) SF SAFE. They will help you organize a neighborhood watch group, if one doesn't already exist in the area of your new home. This will give you an opportunity to meet your neighbors and get to know them as you all watch out for each other.
Everybody should know their neighbors and watch out for them anyway but it seems to take something to go wrong before people come together. Block parties, BBQ's and cocktail parties don't have to be a thing of the past.
In fact I think there is a south bernal neighborhood organization that you can tie up with.
South Bernal Heights offers a value proposition if you are looking to buy a home in Bernal Heights. Clearly the crime issue is a concern when looking for a home. Bernal Heights as a neighborhood has shown up on the radar of many home buyers, with this trend of buyers looking in and buying in Bernal Heights continuing. Over time, I would expect improvements in South Bernal Heights as more afflent buyers move into the neighborhood. It wasn't long ago when buying near Precita Park was considered bold and adventurous. Now it's very desirable. I think Holly Park is great. In time I believe that the area will become coveted as in other areas of Bernal Heights. For now you can find excellent homes in South Bernal Heights at great prices. It's a tradeoff and a good one at that!

I suggest you make comparisons to other neighborhoods, that way you can make an informed decision as to whether you want to live in that neighborhood. I live and work in Bernal Heights and live about 4 blocks from there and walk my dog everyday at Holly Park...I love it. I have lived here for 5 years and have seen this neighborhood change and improve every year. They recently updated the park (Holly) and revamped the children's playground, there are familys there everyday. There are great restaurants in Bernal Heights and it has easy freeway access to 101 and 280.
