What exactly is "illegal dumping"?

The magic word is illegal. Therefore, it could be anything not done in accordance with federal, state, and local laws. Littering would be the mildest form of illegal dumping. Dumping chemical and nuclear waste into a marsh would probably be about the worst. Everything in between would be a matter of degrees. An illegal dumping ground needs to be thoroughly investigated by environmental inspectors to try to determine what the level and danger of the contamination is.

Illegal dumping is basically any relocation of material including dirt to a new site without a county issued permit. The county is concerned with the issues that can come from storm water run off, improper compaction characteristics, and a host of other issues. Illegal dumping is not just waste any more.

Just what it says - depositing materials on your own (or someone else's) land in violation of the law. Since these laws are quite local in nature, I can't answer specifics even if you had given them. What is illegal in one area may be permitted in another.
