Security seems like a popular topic. When you add security to "upscale"it does neutralize your original question.
In difference to my opinion statistically Florida is a safe and beautiful state where the crime rate in areas you described is lower that the national average.
Upscale neighborhoods as you describe take additional precautions and safety measures to assure the privacy and comfort of their residents.
From gated communities of single family homes to condominiums with active guards, to the latest electronic surveillance equipment produce many communities of choice that ft your description. While I may not be an expert in all areas My networking skills will provide you the direction you seek finding the right community and the right agent by getting more specific instructions.

What is your definition of "upscale" and what things are important to you a water view, golfing, etc.? Please check out my website listed below. It has a write up and pictures on every community from Sarasota to Punta Gorda (south of Venice). You can get a pretty good idea of what the communities are like by reading each page. Here are a few communities, and there are many more on my website. Again, it all comes down to what you are looking for in a community.

Venice....Hands Down!! Venice is small townish, very quiet, and safe. It was also recently recognized as among the top places to retire to in the entire country. This was based on climate, social & cultural activities, safety, jobs, education etc. etc.
