My grandma lives next to an awful man who harasses them every night. He is just a tenant. What kind of rights do they have? What can they do?

Sometimes he shines a light into their bedroom late at night and makes a lot of noise. They said the police have been very unhelpful.

Harassment is illegal. Get them a digital camera with a 8 gig memory card. It should have video and sound capture capability. When any such problem occurs record the incident. Then offer the police proof of what happened and when (date on camera when recording) on a cd or dvd. make a copy for yourself. (never give away original proof without keeping a copy)

If the police will NOT respond then take it to the newspaper, and each tv station in town. Expect results once they run with it.

This could be a case where a lawyer is the best answer. Laws vary from state to state, but a good attorney will know if a restraining order is called for, if it is better to discuss this with the landlord or if the police can be convinced to do more.

You could also send that dvd to the landlord and explain how his tenant is causing problems in a letter and you would like to solve this problem before it gets to serious. The landlord amy come down on the renter and set him straight.

I forgot to add. Save the proof over a week. That would show it is not an isolated incident but a pattern of harassment. Once it was a mistake. Over a weeks time, it is a pattern and unable to be denied.
