When it comes to any safety/crime related issues, it's always best to contact the local police department with all your questions, hear all there is to hear firsthand. If unfamiliar with the area(s) do revisit more than once and at different times of day, possibly chat with locals/neighbors. Real estate professionals are prohibited from steering, enticing a buyer to purchase/rent, or not, in specific neighborhoods.

Finks Hideaway Rd. Is a nice area of town. It is outside the city limits but only 5 or 10 minutes from town or the University depending on what part of Finks you are on. I have a great 3 bed/2 bath I just put on the market this weekend. Please let me know if you would like details.

I am a local Realtor and would recommend you calling the Monroe Police Department and/or Ouachita Parish Sheriff's Office for more info on this. And then once you find an area you like, let me help you find a house you like!
