The Richmond Police Department provides an excellent on line service that lets you see exactly what type of crimes are committed exactly where. http://crimeview.ci.richmond.ca.us/crimeviewcommunity/
"Safe" is like "beauty" - in the eye of the beholder - so there's no way anyone else, much less a Realtor, can answer that question for you.
The other reason is there are, as there should be, laws making it a crime for real estate agents to "steer" a client away from a particular neighborhood. Those laws came out of the civil rights era, along with laws preventing lenders from "redlining:" a neighborhood in which they would not make loans, regardless of the financial situation of the borrower.
Agents can't answer this question. Contact the local Police Dept. for the best answer to this question.
I lived in Marina Bay for a year in a rented condo some years ago (The Lakes?). I enjoyed it tremendously. We used to go down to quaint and quiet and peaceful Point Richmond frequently, walked in the parks and alonf the water. Never saw any signs of any trouble. Richmond could have been 1,000 miles away.

I cannot answer your question directly, but I will say that I've originated dozens of mortgages for homebuyers at the Marina Bay condo projects and the only problem any of the homeowners had (that I'm aware of) is that a neighbor's car was stolen.
You can contact the Richmond PD for more detailed crime statistics.
Good luck,
Brad
