In Lodi NJ Is an occupied apartment with no C/O (Certificate of occupancy) considered an illegal apartment?

FIRST ANSWER

The apartment might be legal, but the tenancy without a c/o is not legal as I understand NJ landlord/tenant law. consult an attorney or the township of Lodi for further information.
