While the other answers are correct about safety concerns. The housing project you are referring to is the Rabbi Stephen Wise Towers - two 19-story buildings with 399 apartments housing some 739 residents. The 2.3-acre site is between West 90th and West 91st Streets, Columbus and Amsterdam Avenues.

The buildings located on Central Park West in the 80's and 90's are some of the most sought after luxury buildings in Manhattan. Between 88th and 92nd street are some of the Upper West Side's most renowned buildings. 279 CPW at 89th Street is a "High End" Luxury condo. The Eldorado between 90th/91st at CPW and The Ardsley between 91st/92nd St on CPW are among some of the most impressive and prestigious coops in Manhattan.

If safety is a concern, visit the area more than once and at different times of day and people watch, if you happpen to run into a local(s), people coming in and out of the building, ask questions--otherwise, your best source of information is the local police department--visit/call and hear all there is to hear firsthand.
