Washburn Street SOUTH of High Street isn't bad; in the late 1950's, the city of Lockport discontinued the practice of allowing single and double family homes SOUTH of High Street to be converted into Apartments. Unfortunatly, the end result is that many homes on Washburn street from High Street to Route 31 have been converted, and over the years absentee landlords and transient tenants have become the norm. Elmwood Street runs East/West, and isn't the bad of a street - a block or two beyond Washburn, and some of the homes are actually quite nice. I'm a Lockport boy born and raised for the last 30 years, and I wouldn't tell you it if it wasn't true. A good way to "test" the neighborhood is go to http://www.lockportjournal.com, and type in "Washburn Street" and "Elmwood Ave". You'll get archived police reports that will list arrests of people who have addresses on those two streets. Good luck.
