I called the police department to know about the crime in an area in Buena Park, where I was planning to buy

a property, and they said that they received 66 calls in a span of 6 months..None of them were very serious stuff, but mainly family disturbances, car accident etc. Is this considerred an average or I should stay out of that area

I would compare it to others areas you are planning to buy in. If you have one family in the neighborhood that is continuously disturbing the neighborhood, it could possibly account for a huge chunk of the calls. The police should be able to answer that as well.

I had a condo once where we would have to call several times a week when a certain couple were beating each other regularly. It was just part of the routine of the building (sad, yes), but those statistics didn't hold for the entire neighborhood and they eventually moved out.

I'm living in Buena Park since 1993. I think it's one of safetest place around. I took couple tours around the Police Department with my kids (in boy scout) and very impress with their service. In BP, they installed quite a few cameras which monitor the city 24/7.
