How is the area at Milwaukee and Belmont? Is that a good area or bad to live/do business?

I lived on Ridgeway between Belmont and Milwaukee. Some one broke into my house and stole my dog. Later I chased some one out of my enclosed back porch area. I lived on the second floor, they came in through a closed but unlocked second floor window. They used a ladder. They were definitely recently from Poland. Three different people on my block had ankle cuffs and sold drugs off of their front porch to make a living. Also getting from Milwaukee and Belmont to Belmont and the Kennedy can take 20 minutes at peak hours on most days.
Lots of drunk euro single older men wandering around late...with little awareness of American ethics or culture.

High crime area. building is located across from a vacant jewel store the store has been closed for 5 years.

The area is very good. It's an ethnic area with a lot of Polish speaking people that have tremendous pride of ownership. There is a Catholic Girls High school in the area.and a lot of commercial. Transportation is excellent. Consequently It would be a good area for living and for doing business.
