My understanding is that all cities report crime statistics in some manner. If you are refering to the community of Rocklin CA, I know they do report stats. One of the most common reasons that things may not appear to to be correct with the data is how the infractions are labeled. I read a book some time ago about crime in New York City and how the information was used to clean up areas of the city. The process I believe was referred to as CompStat. It worked great until the police percents began manipulating how crimes were reported (or in some cases not reported because they did not want the arrests to impact the scores). Long story short...
