I'm guessing that convincing the owner to give the parcel to the city would be very difficult given the $875K listing price. On the flip side, I am doubtful (although I have not verified) that the city has the money on hand for this sort of purchase. Additionaly, convincing a financially hurting public that this would be a necessary use of tax dollars would be difficult right now.
There's always the option of a rich donor purchasing it and donating to the city as a part of their estate plan - do you have an extra $900K laying around?
