Your best bet would be to hire a lawyer in Brooklyn who is experienced and specializes in landlord tenant law. It is too easy to mess up without the help of an attorney and you don't want to waste time. The sooner you hire a good attorney, the sooner you will have the tenant out. With an income of about $19k, you would qualify for a mortgage payment of about $600 a month and that's including principal & interest, monthly taxes, mortgage insurance and hazard insurance and any homeowner dues if there are any. Not sure where you're looking to buy, but in my 10 years in this business I've never seen a monthly payment that low.

In a coop situation you own shares and if you want to do anything inside your apt like move a wall you will probably need board approval
In a condo you own the inside but you can't do anything to the outside without approvals but you do own real property it's not just shares
