There is good news on this front!
L O N G M O N T -- Longs Peak and Main LLC, a company led by Longmont developer Cotton Burden, has plans to build a four-story, 115-unit building at the corner of Main Street and Longs Peak Avenue in downtown Longmont. The building would have first-floor retail space and provide renters the chance to live in a highly walkable downtown.
L A F A Y E T T E -- Milestone Development is continuing its activity to the north in Lafayette, with approval to build a 240-unit development named “Prasana” next to the 264-unit Prana development Milestone also built, partner Ken Kiken said.
Construction on Prasana, which is on U.S. Highway 287 north of the Good Samaritan Hospital, is expected to begin soon, Kiken said.
Both projects by Milestone are targeted for young professionals who commute to Boulder, Kiken said. Two other projects in Lafayette are going for the senior market.
L O U I S V I L L E -- RMCS has plans to build 228 apartments and 58 townhomes in Steel Ranch South, a 17.3-acre property northwest of the Colo. 42 and East South Boulder Road intersection. The project has received preliminary approval from Louisville and should get final approval from the Louisville City Council in July.
B O U L D E R -- Trammel Crow Residential Co., a Dallas-based builder and operator of multifamily residential projects, has submitted plans with the city to build a 232-unit project on an 8.6-acre site in Gunbarrel.

Appraisal issues have become more common for a number of reasons that we don't need to go into here. And there is some good advice below.
Since it is pretty clear that the previous appraiser has dug in his/her heels and will not reconsider, I think the best approaches would be to talk to your lender about a new appraisal OR try starting the refinance process over with a new lender.
If you get a new appraisal through either option I would work closely with lender and appraiser to make sure everything goes smoothly. Though you should not act like you are trying to influence the appraiser, you can provide comparable property suggestions and written documentation about the improvements you made (receipts and building permits).
furthermore, if the lender engages an appraiser from outside your local area (Boulder in this case), you may be able to request a different appraiser who has more knowledge of local real estate.

I would like to know more about your lifestyle, hobbies/interests, etc. and your priorities And what you are used to. I moved here 12 years ago, having lived most of my life on the East Coast so I know some of the differences you might find in Colorado. You can also consider living to the East of the city of Boulder (15 minutes from the downtown) and get a view of the snow capped peaks at a much lower price.

Boulder County has a lot to offer.
It has been observed for a long time - and not just here - that buyers will pay a premium for the best location. Perhaps the way to have looked at this situation was to consider the remodeling cost part of that premium. The good news is when you remodel yourself, you make all the decisions regarding tile, carpet, window coverings, countertops, paint and where walls should go.
In a recession, desirable places tend to hold value better than surrounding areas. Boulder has done well.

Though this is an older string, the concern about homes in Boulder in this price range remains. And the ones that are available are going fast, even if they are not prime. At this writing, there are 11 houses at $350K or less. The listings are at the link below. Eight listings in the price range are under contract but not yet closed.
