Bankrate has a good summary of NC taxes. if you go to the NCDOR property tax page http://www.dor.state.nc.us/publications/propertyrates.html, you can find school taxes there. Mortgage rates are not based on the Federal Funds rate. They move based on the treasury and mortgage backed securities market. Much in the same way that Apple stock changes daily, so does the price of mortgage backed securities. It's not always rational, and sometimes there is panic in the market which causes mortgage rates to rise rapidly.
The biggest thing causing the recent surge in mortgage rates is that the Fed came out and said that sooner rather than later they were going to pull back on purchasing mortgage backed securities and treasuries. In other words, the government is going to slow down the stimulus they've been providing to hold mortgage rates artificially low.
My gut tells me there may have been a slight over reaction and that we may get a little back in terms of rates, but the days of the 3.5% 30 yr fixed rate may be gone for good. If you get a rate you like, then go ahead and lock it. You can always try and renegotiate if they come down further, but if you havent locked in and they go up then you're out of luck!... more
