A Real Estate agent can not pay a referral fee to a person who does not have a real estate license except if the property is commercial or over 4 units.
A life insurance agent would have to check in their licensing board and Code of Ethics to find out if they can pay a referral to a person who does not have an insurance license. I have heard that it is not legal either.

it is unethical....no Realtor can accept it as shared below.

A real estate agent/broker can pay or receive a fee for a referral. This might range from $500 to 25% of the contract price. A life insurance agent would need to have an active real estate license in California to be a part of a referral agreement fee here in Encinitas. Regards, Jim Cheeseman
