If you're wanting 15 agents x $5 gift card = $75. And a drawing for a $25 card.... Total $100. Lennar was giving out $10 cards because their neighborhood was kinda far... so work with your budget. Water/drinks -- and a snack (?) but I think food gets wasted and costs more than just giving out the 'guaranteed' gas cards.
*the worst that could happen is you get TOO MUCH traffic.
Be selective with who you invite, who's been selling recently in the area, of course you never know who will have a buyer for the property. This is the challenge.
Mid Week, Tuesdays or Wednesday appear to work. Many companies have meetings on Mondays.
You might think about doing it on the weekend. Ask Brokers to drop by and bring their clients ! Plus, you might even get drive by buyers.

Since we would hope that most agents would be busy 9-5, and Saturdays & Sundays are usually commited to showing property and hosting their own open housed, we would lean toward later in the week(Thursday or Friday) between 5 and 7pm.
Be sure to offer something in addition to the typical "munchies" to bring them in....door prizes of bottles of wine and lottery tickets are always popular with attendees.
In my area the local board breaks up the region geographically so that a consistent schedule may help agents who plan on attending broker opens. I also think it helps with turnout knowing ahead of time that there will be broker opens in an area. ie. North one week South another, and a time frame for them to be held in. So, what I'm getting at is you may want to check with your local board and see what advice they might have to offer.
I would definitly suggest having food, refreshments, lotto tickets, raffle... .... anything, as a thank you to the agents who attend.

The most popular dates and times agents host Realtor Opens seem to be Tues. thru Thurs. anywhere between 11:30 am to 2:00 pm. Just as you would with a regular open house, try to choose a day with a low chance of rain.
My 2 cents worth... Tuesday thru Thursday (never the weekend) and have food. If it's in a large community with several active listings (by agents you can network with) you might consider a coordinated effort such as a "poker run" or different meal courses; anything that might boost the marketing as well as the draw.
