I don't think they've gone third party, but of all the banks I have worked with Citi is by far the least organized. Be sure to document your conversations, escalate early, and give them everything they ask for quickly.

In my experience, one customer service rep has no idea what the other has said, wait times are terrible, the managers egregiously contradict what their subordinates state as fact, and they will play games with approvals. On the flip side, they are fairly good about postponing foreclosure auctions for a short sale application, but you had better be all over the process. Do not trust them to call you back or let you know if something has gone off track.

Good luck!

Whatever way they process it will be SLOW! Supposedly we shall be seeing more sped up answers to Short Sales in the near future(30-60 days) but I must be from Missouri(show me state)!

I think so. Are you an agent? If not, I recommend you find a qualifed agent on Short Sale Agent Finder to help you out. It's free for you. I'm in the REO business but I thought I'd send you that quick recommendation. Good luck to you.
