If somebody came to me even a year ago and said they wanted to buy in the $80-100K price range, I'd have wished them the best of luck and sent them on their way--but a lot has happened in the last 12 months. While I wouldn't say I specialize in homes in that price range, I *can* say that I have a couple clients in contract on homes priced under $100,000.
I think Ruth's mention of North Highlands (http://www.ForSaleinNorthHighlands.com) is a good one. I've got a young client who's buying his first place--a bank-owned condo in North Highlands that's in really good shape--for just over $50,000. The challenge is always going to be in making sure you're purchasing in a safe neighborhood, and Ruth was right on the money about doing some research online (SacBee's CrimeMapper tool at http://www.sacbee.com/crimemapper really comes in handy). You can search homes online (I'm somewhat partial to http://www.ForSaleinSacramento.com but you can search on many different real estate websites) and then entering property addresses into the CrimeMapper site to see what comes up.
Just a quick note: EVERY neighborhood has crime of some type or another. Just for fun, I did a search on CrimeMapper for a property in a great neighborhood in East Sac and was surprised at the number of incidences that came up. No neighborhood is immune, but definitely look at the type and severity of crimes that are reported.
