You can have your Realtor walk the property with the Appraiser and point out compensating factors that can adjust the appraisal - a newly installed 40 year roof, upgraded infrastructure such as electrical, HVAC, upgrades such as hardwood or tile flooring, upgraded light fixtures, appliances, landscaping, new paint, carpet - all compensating factors can have a positive effect as an appraiser compares the property to an REO or distressed property that might be considered a "comp" to the subject one.... more
Hi. I'm Thomas Little of Do Rite Realty in Tuolumne Ca. How much Fannie will take depends on many factors, in my opinion. If the property has only been on the market for a short time they will usually hold out for an offer closer to their asking price. If offers start coming in as soon as it hits the market they may feel like they have a hot item and will also hold out and even sell above asking price in some markets. The market is shifting in most places so the days of offering 15 - 20% below asking price may be behind most of us. If you are pre approved for a loan and you really love the property you want to buy, you will pay what you can to get the property. If you are buying in California and don't have an agent I would love to assist you through your purchase. Good luck.

Hi Faith - I can help you find out some info about the home. I will need an address in order to do that . It may not be listed at this time, but perhaps it was at one time. Or I can research the owners information by address. Let me know if I can help you - I am co-owner of Priority Realtors and am familiar with Valley Springs area which is in my local MLS board.
First, do a market analysis to see how that property compares with similar properties in that area. Second, take a look at the condition of the home. Ask yourself, "will it need extensive repairs or not?, Is it worth it?"
Remember banks or any other entity owning foreclosed propeties do not reject or accept offers soley based on the price offered. The financing terms, buyers ability, as well as closing date all factor in.
Never be afraid to make a justifed low offer 10, 30, or 40 percent below asking price. It is good to have sound reasoning for why you are offering such a price. Although no hard rules as to how low an offer a bank will accept exist, you can count on the bank doing their homework. Banks understand the market condition, and want to unload property hopefully with a good return.
The final point to remember is always understand your objective in a deal.... more
