My suggestion is to interview a few local Realtors in the West Valley area, and determine which one will work best with you in terms of experience, knowledge, and communication style.
You can try to negotiate anything. Resale homes are probably a little easier to negotiate but don't let that stop you from trying. Have your agent pull comparable sales of similar homes in the same neighborhood and then, at least for the resale homes, make a 'punch list' of all the thing you think need to be repaired or need upgrading. Present your offer along with comps and the punch list. Then, sit back and wait to see what happens.
I just put a house under contract for a buyer at $210,000. The house was originally listed for $287,000 and the asking price had just been reduced to $249,000 when we made our iniial offer of $190,000. Every time the seller countered our offer, we went over the comparables and the punch list. They finally decided to say 'yes' at $210,000.
For new homes, yes, you can negotiate for upgrades and you used to be able to also negotiate for a buy down on the mortgage, which would get you a lower interest rate for the first so many years but let the builder still technically claim a higher selling price so as not to dissuade future buyers.

If you short Sale you wont be able to buy a home again at least for 2 years.
If you go to foreclosure, worst.
If you live on the property, your family wont fit.
then, Rent it. You might not get the whole Mortgage payment but that could be better than have bad credit.
Anyway, you might not be able to buy another property because you are underwater and lately Lender are requestion to have equity on properties to buy another one.
Could your "Family moving in" apply for a Mortgage and be approved?
Maybe you dont need a larger home, you need another home for your Family moving in.

Most Realtors® - over 90% - will do nothing more than input your listing into MLS and wait for a buyer. You may find agents who say they will promote your listing on Yahoo, Trulia, Zillow, etc., but listings automatically propagate to those sites anyway without agents doing anything. This is nothing more than a marketing ploy to get you to think they are doing more than the next guy or gal, but they aren't.
What is critical is that your MLS listing be professionally written, that all the features are 100% accurate, and that your home is professionally photographed in order to make the best first impression and to stand out in the search results. Interview at least 3 agents and ask them to bring copies of their last three sold listings and three most current active listings. Look at the photos and the descriptions - are there typos, do the photos look amateur (underexposed, taken with cell phone, etc.)?
Putting together a top notch listing combined with the ability to communicate clearly and effectively are key. Does the agent work on a team, does he or she have backup when out of town? What commission does the agent charge and what do you get for that price? Remember, while commissions are negotiable you do get what you pay for.
Is the agent dressed professionally? Is the agent able to get offers accepted? Is the agent professional and personable on the phone? Does the agent have a smartphone? Is the agent responsive on email, i.e., do they get back to you within 1-2 hours? And most importantly, who do you like the best?

That area is very nice, the golf course is one of the nicest public courses in the area. It also has two lakes that are stocked with fish. They have homes prices that vary from the low 200's to the 500,000 range.
As for your question about living on the outskirt of town, you need to look at what amenities are close to that location. How much driving are you going to have to do from living out there? If most of the everyday requirements are close then you will prob be happy with your choice. It also depends on how long you plan to live in that house. If you are going to sell quickly you need to think about the location in terms of what the masses would think, i.e. is it really to far for the average person to drive? If you are going to live in it for a while then just make sure you will be happy in it, it will not be the outskirts forever....
