You don't have to use an appraiser, although it can help. Just take measurements your self, and if you're one of the lucky ones that has a building diagram on file, you can compare your measurements to the county's. If you find a discrepancy, show them where it is. Remember though, measurement standards use the outside walls, and most CADs round to the nearest foot, so don't expect your measurements to be exact.
You can also try www.floorplangraphics.com, or one of the other floor plan companies in town. Just be sure they are going to provide you with an estimate of square footage for the purpose of comparing against the CAD's quoted square footage. They do very high quality renderings, which will be handyt when it comes time to sell your home.
You're going to have to prove something more than a 3% variance to the CADs records, before you'll likely get any sort of adjustment.
Also consider using one of the services that will protest your taxes for you. They are very experienced, with most having worked at a CAD in the past. They will only charge you a percentage of the tax savings they get you, so it's a win-win. They are very good at it.
Two I have used in the past are ProTax, and TaxRemedy.

If you know the other offer has been accepted by the seller, why dont you ask to have your offer as a Back-Up offer just in case the other buyer has a problem with financing.
