First, a seller needs to realize they are in competition with many other homes and they need to have their home ready to show from the start (that whole first impression thing is true).
As an agent, I wouldn't accept a listing if:
1. Seller is pricing home too high for market
2. I can't get the terms right with the seller (commission/length of listing term)
3. Home isn't ready to go on the internet for the world to see and if they won't allow me to take the maximum number of photos to put on the MLS (25 as I write this)

Agree with you, I don't undertand the logic behind it, if it is an REO, the occupants won't allow the agent in to take pictures, but if it is a shortsale or regular sale, I don't see reason not to have a good interior picture.
