People should not make promises that they can not fulfill. I am not familiar with FL laws nor what type of disclosures you received prior to writing the contract, so I'm answering int the blind here.
When a listing agent signs a contract to sell a home, they have an obligation to that seller. It is not their decision as to what offer is accepted, it is the Seller's decision. The listing agent is responsible to get the BEST offer for his seller. Also, since it is a short sale the final decision is the seller's lender. This should have been explained to you.
As far as recourse for any false promises, I would look up the state of Florida licensing board for Real Estate Agents, ask to speak to the agent's Managing Broker, and you can look to the local multiple listing board. You can employ an attorney, but it could cost you more than the reward.

If you need to move, I would look at renting your home. Even if you can't fully cover the mortgage, getting most of it paid may enable you to make ends meet and move on. Hopefully within a couple of years, you will be able to sell without a short sale.
Otherwise, if you can continue making your payments, I would do that.... more
