Brighton is far far from the South End.
Also, Brighton is mostly a college town because of it proximity to BU and BC.
However, the South End is the 2nd most popular area in the city and demands very high $$$. 300k range is too low for even a decent 1 bedroom condo.

The hurricanes we get are mostly big wind storms.
The current one, Sandy, may come ashore with wind and rain and push things around, but Katrina will not happen here.

When it comes to any safety/crime related issues, it's always best to contact the local police department with all your questions, hear all there is to hear firsthand. If unfamiliar with the area(s) do revisit more than once and at different times of day, possibly chat with locals/neighbors. Real estate professionals are prohibited from steering, enticing a buyer to purchase/rent, or not, in specific neighborhoods.

Convenient to the city, and plenty of programs for children through the Roslindale Community Center, plus many more programs available in West Roxbury and Hyde Park for Roslindale residents.
Best of luck,

Brighton is a great neighborhood! Affordable and easy access to downtown Boston and amenities like restaurants and retail.
Check out the crime stats here on trulia or zillow ( or simply google it) I've never had a client complain about the safety but you should definitely do some research if you are worried. Also spend some time there ( go to lunch and dinner etc) - nothing beats first hand experience
