You can contact the listing agent who will be able to help you learn more about that specific property (and probably will know a lot about similar properties in the area). To find an agent, just click on the yellow button on the property's Trulia listing and you will be able to start a dialogue.

Anyone can walk into a new home sales office and buy a home without a buyer's agent. Keep in mind, however, that the agents that are working in the sales office are working for and representing the builder.
You can make an unsolicited offer to the current owner on record using a standard offer form or a Letter Of Interest. I live just over the hill in Cordelia and would be glad to help you with either.
If I understand your question, you are wondering why your lender isn't allowing you to modify your mortgage? It sounds like you are having a hard time making the payments?
Lenders are overwhelmed with the process and can't keep up with the requests even when the seller has the best of intentions. Keep trying though.
