Kmorgan it is very rare that HOA fees are optional. Otherwise they are legal obligations and you'd have to sell the property to be done with it.
The HOA should be providing services to the whole community. If they are not doing that -- if there is a breach of their obligations to you -- you could withhold money temporarily pending them providing services you have already paid for. But you'd have to pay eventually.
