A 2010 mobile home listed at 139,900. Property taxes show assessed value at 969 what is a fair 1st offer considering condition, appliances, etc.?

How Do I buy a home off of a person losing there home for cheap before it goes into complete foreclosure?
Short sale. I recommend using a Realtor well-versed in the process as there are many "hoops" to jump through along the way. Expect to pay fair market value for the property.
