There is a value in your offer. A landlord may go for it, but rents have been going up quite a bit in the last few years here. A landlord may not want to be tied into a lease that you describe.
That said, everybody is different, and you may find someone interested.
Your ideas can fly; it just should be in writing, what you are willing to maintain. Perhaps it could say that the landlord will not raise the rent more than, say, 5% per year.
My take is that, even though maintenance costs are a headache for a property owner, they would rather pay it, and be sure their investment is not falling apart, than hope a renter has the extra money to make needed repairs.

The fees charged by this community cover quite a few items, and per the property disclosures on most of the listings, water and sewer is included. The roads in the community are also maintained by the HOA, along with a clubhouse and pool. I would be cautious when buying a property that is a condo or townhome where the HOA fees seem low, you could possibly be setting yourself up for future assessments if the HOA is not collecting enough in reserves for future repairs. The longest greenway section in Asheville is in West Asheville and runs from the boat drop in at Hominey Creek Park to the end of French Broad River park. There's also a greenway in North Asheville called Reed Creek Greenway that is pretty long and runs from Weaver Park to Montford. There are some good trails at UNCA and also on Beaucatcher Mountain. Bent Creek has a huge network of trails too. The trails are not paved though.
