The "down payment assistance" programs you are interested in were outlawed by the recent bills passed for stimulus and bank bailouts.

Congress was persuaded that down payment assistance brought "unqualified" buyers into the market and that is exactly what we don't need to be incentivizing in the middle of a foreclosure crisis.
