Hi Agosto,
Transfer tax is a Citi and state tax. It's a way for the city/state to generate revenue from the real estate market.

The transfer tax "traditionally" should be paid by the seller, however it is common for the buyer to pay for it when purchasing a new construction property.

Talk to your real estate broker, and find out from the seller's if this fee is negotiable.
