I'd agree with the Eastlake (East Chula Vista) comment. I live in Otay Ranch (right next to Eastlake) and I love it. The neighborhoods here are safe and well maintained and the schools are highly recommendable. Also, for your price range you should have a good variety of homes to choose from out here as opposed to some of the other areas suggested. The Eastlake area experienced some of the most severe foreclosure activity in the county and home prices have come way down to affordable ranges (within $400k) but have also stabilized in the past 6 months to show small increases as well. In addition, the toll road (route 125) bisects the community and makes it very accessible to the entire county. You can be in Downtown or Mission Valley in 20-25 minutes.
