I can sense the frustration in your question. There are alot of different ways we can go about making an offer that would even be considered, but sounds like you need good counsel. You could ask that the roof be insurable up to 75%, that way, during the inspection phase, there is still an out for you, but then the seller also knows that this could be the reason it has been on the market for 140 days...tho there could be other reasons for that. The seller can always make a counter offer based on the offer you make, and then you would know their motivation in selling. Please consult your Realtor, or hire someone you can trust!
