Loan modifcations cannot happen . The Presidents Troubled Asset Relief Progam is being made to look foolish. You cannot do a lon mod on a loan that was sold to investors. the loan mod is a novation or new loan and gets kicked out of the investment pool. Lender takes a hit and must replace the loan . The is no buinsess to supplemnt the lost loan so Modificatons are a farce. Any real modication violates GAAP and FASB criteriaon for sale of assets. That may be the truth about a scam.
