First you must talk to your mortgage holder and communicate to them your situation. You may be able to work out a loan modification or another option. Since you have an FHA loan, in order to do a short sale, your mortgage banker must approve it before you can even list your property for sale. Try to get caught up and not get yourself into this situation if you can help it at all.
