Hi Shortsale,
It depends on the agent representing the short sale and the negotiator as well. I have been on both sides of short sale and it has been my experience that if an agent has a good communication with the bank/negotiator then there is a possibility of counter offers being presented. Unfortunately in most cases it does not happen. Is either accepted or rejected.

Well that depends on the needs of the seller. Basically if someone has good equity on a house and NEEDS to sell then now as in any other time, is a time to sell. There will be always a need to move for one reason or another. There wil be always people looking to downsize or upgrade. The real questions here is how important is for one to move in such a tough market.

Yes you are right. A lot of foreclosure homes are being sold within a few days. My suggestion is for you to contac a reputabel real estate agent in your area and tell him/her that you want to buy and you will work with them to find the right property for you. Agents have access to multiple listing services and are able to get information more accurate and faster than the general public. Hope this helps. It has been my experience that if the Corporate home or short sale is well priced then it could make sense to offer more than asking price, specially if there are other offers on the table.
