If you want to know specific crime rates for a neighborhood or areas with less crime rates, you will need to ask the police or sheriff. Legally, an agent can't provide you with that information.
I've added a map of the different areas in stark county, most towns and townships will have it's own police force and stark county sheriff should be able to help you.
