A couple other things to add on to Michelle's input.
The HOA dues in Serrano includes front yard maintenance. Most areas of Serrano also use reclaimed water for sprinkler watering. Serrano is obviously much larger. Many of the villages were built in the years with the zero down loans adjustable rate mortgages, and other bad loans which has resulting in a significant number of foreclosures and short sales which is what Michelle was referring to. That has really brought the home prices down there.
Schools are excellent in both locations so no worries there.
