My Father went through a similar situation a few years back.
The most recent survey should have ended the dispute over property boundries. Who knows what transacted on the property since the neighbor's survey was done 30 years ago. Pins get buried and sometimes moved by lanscapers etc. As an added step, you may want to see if your Township/City hall can provide the plot plan with the setback measurement from the home to the property line. Encroachment between neighbors happens all the time. I guess that's why they say "fences make for good neighbors".
