HI Karen- Generally, deeds secured by FHA mortgages are assumable by another/ new buyer/ borrower. Not usually the case for conventional/ Fannie Mae mortgaged homes.
$199 fee doesn't sound out of line to draft up a simple deed transfer. What about the recording fee for that at the registry?
