You might start by asking neighbors who owns the property. If you find no success in this route the city where the property you are interested in is located will have an official record of the owner. You will need to do some investigation through city hall records. Usually the departments of buildings, real estate, or assessment are the best places to find the legal owner. Once you find the owner’s name you'll have to do some more PI work to locate them and present your offer. Good luck in your search. I hope this little note was helpful.
