Hi Christa Helen is right. There is no law obligating landlords to clean prior to tenant taking occupancy. However most leases state that the apt will be delivered in broom swept condition.
And although you may want to turn it over like this some day yourself, I would recommend you go the extra mile to avoid charges deducted from your security deposit. Unfortunately it doesn't work fairly both ways.
